Minner was born as Ruth Ann Coverdale, at Slaughter Neck in Cedar Creek Hundred. This area lies within the Sussex County in Delaware and is near Milford. She left high school at the age 16 to help support her family. She was married to Frank Ingram and has three children. At the age of 32, the sudden death of her husband left her a single mother with the responsibility of three children. In 1969, she got married to Roger Minner and started operating a family towing business, the Roger Minner Wrecker Service.
